The actions for changing demographic structure of the region was concentrated in fact in Kirkuk. In a process starting after 1991 and accelerating with the occupation of USA in 2003, Turkish identity of Kirkuk started to be changed on front of whole world.
Kurds cooperating with the occupying USA, gained all state offices in the city after a Kurdish governor was appointed on May 28, 2003. Only one of total 25-27 regional general directorates in Kirkuk belongs to Turkmens (National Education Directorate). All the others are in the hands of Kurds. Iraq National Security Forces and Police Department in Iraq is completely composed of Kurds. That is to say that the task to ensure security was given to .
Kurdish groups looted Kirkuk on March 17, 1991 and on April 10, 2003 and destructed the state offices in the city. They first forced into deed and population record offices to change the demographic structure and destroyed the records. Thousands of Kurds were brought with transport procedure and settled in first Saddam stadium and then in the tent regions. The number of imporetd Kurds in Kirkuk has exceeded 300.000as of today.

It is the work for laying the groundwork to destroy Turkish identity of the region, especially Kirkuk rapidly and Kurdize the population structure so as to attain a greater aim. The USA preparing every kinds of environment to establish a puppet Kurdish state in the northern Iraq since 1991 stipulates a referendum in December, 2007 in Kirkuk in the article put in new Iraq constitution. Normalization shall be ensured within this year, and the identity of “Kirkuk” shall be determined making “census” and “referendum”. The work for Kurdization of Kirkuk brought to a certain stage with all these demographic plays will be concluded with the referendum. Kirkuk will be subject to Kurdish administration, and afterwords the independence of “Kurdish state” established ectively will be announced.
